Gotcha - done.  Thanks!

The only painful thing is that there aren't any stock icons of different
colour (but otherwise identical) to the red/grey default weekly icon. So I
have had to use a flag. But there is not grey flag which would also have
been nice.

You can easily import icons via Tools>Options>Automatic 
Formatting>Automatic Formatting Rules...>Icon...>Manage icons...>Add...

I only half understand Pottster's answer.

Weekly goals show up with red "!" icons in all my views.
Is it possible to get my Monthly goals to be marked up in a similar way?
(Ideally with another similar icon - e.g. possibly a blue "!" icon)

This may only have a complicated solution. You would probably need to use 
one of the two conditions which reference parent tasks [ParentName] or 
[TopLevelParentName] and include some text in the task caption for the 
monthly goal which can be matched. If you want the icon where the weekly 
goal icon shows (to the left of the task caption), you would also need to 
drag your custom rule to the top of the list of rules because this 
prioritises use of Icon position 0.

icons, assuming that Weekly/Monthly/Yearly Goals are based on a hierarchy 
with Weekly being the most urgent.
