I have the same problem when I connect the audio from the tv-tuner card to the
line-in input of my built-in soundcard. The solution here was to actually

I am getting the same behavior with 0.18.1. Until recently I used 0.15, where
automatic skip worked very well.

Somehow I doubt this will work so well even with a lower resolution. I
have a Celeron 2.4 GHz and it barely copes with Live TV at the settings
you list. If it DOES work, then I have some other problem. I hashed
through this pretty thoroughly on the list 2-3 months ago.
