Hi mike, you might have considered this and rejected it, but how about
doing your first clock with numitrons? They don't require the elevated
voltage and small ones can be bought off ebay cheaply.

The role of these low value resistors is to sense the peak inductor
current within each operating cycle of the circuit. If the inductor,
and hence the switching trransistor current Q1, current exceeds some
value determined by these resistors, then the current cycle is quickly
terminated.
That will be fine Ryan. Output voltage of the drivers should be high
enough to prevent breakdown of the gas. You will be getting some
leakage current though, placing the tube's operating point in the
'dark discharge' region.
