Welcome to the club..I've never had a switching supply work exactly as 
initially conceived. It always took several iterations.

I did not spend much time going thru the datasheet because this device 
looks like it's meant for pulsed, rather than continuous, operation. That 
could have a large impact on how it behaves.

First, you will need some scope pictures to get a good idea what's 
happening in the circuit.

I ready source for compact unfiltered IEC power inlet sockets is dead PC 
power supplies.  I find those often enough in the recycling bins.

I have an excellent HP counter that I just couldn't bear to modify so I
still have one such cord.  On the rest of my instruments, I've been able
to find non-EMI filter IEC connector that could be made to fit with a
little nibbler work.  There's usually enough room in those old machines
for those short non-EMI sockets.

The worst I've ever had to do was fabricate a cover plate for the old
style socket and cut an IEC socket elsewhere on the back panel.

As you can see there are two versions of the same cord with Hot and Neutral 
reversed. The HP version is "backwards".

I paid through the nose to get two of the HP type from eBay a couple of years 
ago. The last time I looked Sphere had some but their shipping from Canada is 
enormous.

Someone was making them recently, but I don't remember where I got them (Leeds 
Radio, maybe?).  Bright yellow plastic, nice and flexible.  I bought four of 
'em, I could send you one.

I just bought that 1974 counter timer and luckily it came with one (see

[neonixie-l] Hewlett Packard Power Cord

Anyone know where I can find a power cord for an old HP Frequency Counter 
that I just got.  Seems these have been obsolete for a while and Belden 
doesn't make them anymore.

I've checked Ebay and some are stupid expensive, almost as much as I paid 
for the counter.

This is the style...Any leads would be greatly appreciated
