Have you tried to add -Dparse-mibs to snmptranslate, to learn what files
it finds and tries to parse?
You don't have any conflicting snmp.conf files?
I have never seen such a problem.

netsnmp version 5.5 it is unable to convert TRAP-TYPE data types. It is

snmptranslate program. The range of unsigned32 is reported as 0 .. 2147483647,
instead of 0..4294967295.
