The first thing I would try would be temporarily disable and firewall software
I have an install of net-snmp 5.0.3 on Linux where snmptrap is not working.
This is a preconfigured vendor's box so I can't reinstall the app.
I've been testing using this command where 10.200.164.15 is the trap
