For one out of three broken tabs - if you can mate the two surfaces
(panel to frame) then velcro works well. The panel needs to be
secure at the other two points of contact however (generally speaking).

Re the 650: I have one of those and it is a Hondaline with the attached
luggage rack. It is presently awaiting the rest of the restoration work

You do have to do some minor cutting of the rear cowl to install it, however.

I'm not familiar with clear powder coating. Did you just mean clear coat
which is a paint process or powder coat which is a baked on process.

Without any long, boring explanations.. think of a four cylinder Jap bike as
two twins. Independent everything, little shared. Kinda' like losing one
channel of a stereo amplifier.
As for used parts, given the cost of new (if available) I don't see much of a
problem. Electronics are go /no go
You can also put a Magna Master Cylinger (which is what I did) on your bike.
This might give you a few more lower cost options. I think the one I had for
my 550 was from a Magna v65 (1984).
