Another alternative might be plum, a perl frontend to [n]mh written by 
Tom Christiansen.  Personally, I don't like it, but opinions may
vary.  Get it on CPAN.

I think when he said "text-based/curses interface" he meant a nice little
menued system, rather than plain nmh's (or even msh's) "know the name of the
command you want and type it" interface.

Perhaps you could hardwire Emacs for those users to use one of the
vi-compatibility modes...

MH used to have a program called vmh that sounds like it did what you want,
but it hasn't been maintained in nmh (the code is there but isn't compiled).

This becomes even quicker once you tailor your shell with aliases or
~/bin scripts.

s -- show a message
n -- move to next message
sc -- scan the last 20 messages
ref -- refile messages
inbox -- scan the last 20 messages in inbox

If they're Berkeley mail users then they should be right at home with a
command line interface.  Why try and move them to a curses one?
