Hi, by default, really not. At http://wiki.inkscape.org/wiki/index.php/Color_management and http://wiki.inkscape.org/wiki/index.php/ExportPDFCMYK there some instructions how to convert files to CMYK, or how to install some extension, respectively. But I have not test these ways yet. Best wishes
