Thanks, current state of affairs is not bad (maybe even better then
not-propagating alternative), but it's always good to have another
option, like
\setuphead[section][textstyle=WORD, style={\bfa}, align=center,
propagate=no]
\setuphead[subsection][style={\bf}]
