Hi Tiffany
Couple of things to check.
1) IIS Anonymous Access is setup (Directory Security under site
properties).
2) Make sure the Anonymous User (IUSR_Machinename by default) is given read
and write access in that directory.
We had this happen once and we reset these permissions on the
Change Directory Security to allow Anonymous connections. You've got it
turned off right now.
