Anyone know of any special characters that can NOT be used in Windows
passwords?
According to MS just about everything is fair game...

If you're running a mixed environment of Windows and UNIX, I would
recommend avoiding the @ character.

Are you sure? Microsoft lists the asterisk as one of the recommended special
characters...
Was your issue with a specific application/version of Windows? Maybe they've
fixed that issue.

See Mr Maglinger's response. If you're in a mixed environment Unix/Linux
interprets strings with the @ as e-mail addresses

I would recommend not using any of the high ASCII (ALT+255) characters (for
your regular user population). This isn't an MS problem, but a user
problem. I use high ASCII only on service accounts and other places where I
only have to touch something once in blue moon. I had a knowledgeable
user
Unix interprets the @ in passwords as a kill command. And please,

The only time I had issues with high-ASCII characters was at a small
startup that had one of the first IP KVMs I had ever seen. It used SQL
2000 to keep track of permissions for logging in, and it really barfed
on high-ASCII characters in the password. Wouldn't work at all.

I wish password policies supported blacklists... More specifically; regular
expression-based blacklists...
