I may have missed this, but one important field mark that I did not see mentioned is the color pattern on the lower mandible. The eBird list I saw had a very nice close up photo showing an almost completely pale lower mandible with perhaps a small dark tip. In my opinion this argues against

Joe Giunta and I (SY Schiff) flushed a SRARP-SHINNED HAWK as we entered the road into the parking lot. We checked out the bar at the Coast Guard marina on a dreary, overcast morning. Lots of birds until a PEREGRINE FALCON made a pass and they all flew off. Three MARBLED GODWIT continue.
