I'm having some technical difficulties to release Oak Segment Tar. The two
main problems are described in OAK-4487 and OAK-4488. Those issues also
contain a proposal for an eventual solution. If someone has a better idea
or a temporary workaround that would unlock the release of Oak and Oak
Segment Tar, feel free to comment on those issues.

I'm currently trying to perform a release of Oak Segment Tar. This might
get in the way of the Oak release because a dependency that some components
in Oak have on Oak Segment Tar. How do we want to handle this?
