After a review we shortened the vf lifecycle to go straight to certification.
As a designer you can chek in and check out and from there you have the ability
to certify the vf with out going to the tester screens this change is only on
the VF level.

You will need to expose the properties in the vf as inputs.
Once that is done the designer will be able to set the values for the VNF on
the service level or define them again as inputs for the service and a run time
system will populate the values.
