Thanks Ben. That did it! Adding 'group_application.user' as a permission
was needed, in addition to the 'group_application.user.patron' permission.
Also, I think the critical leap in my understanding here was that the
Editing Permission field on the first tab of the Permission Groups page

I think what Thomas was trying to say in his reply is that you need to
grant the associated user permission to the staff patron group you're
setting up.
So for example, 'group_application.user.patron' is the name of the
'application_perm' for the default 'Patrons' group. So that me
