Not sure if this already is being looked into. neutron-dvsm-api gate has been
failing consistently offlate.
The only test failing in the gate is
neutron.tests.api.admin.test_floating_ips_admin_actions.FloatingIPAdminTestJSON.

Hello Neutron folks,
I see that we have an agent property 'is_active' which internally uses the
method is_agent_down() defined in AgentDbMixin to let us know if the agent is
UP/DOWN, from the server point of view.
But I don't see any of the service plugins or schedulers leveraging this
I guess this blueprint[1] attempted to implement the flow synchronization issue
during the agent restart.
But I see no progress/updates. It would be helpful to know about the progress
there.
