It seems there was a bug introduced in Kilo and then fixed in Liberty [6].
However, since there are more users of Kilo than of Liberty, I am wondering
if the fix has been back ported to Kilo. I could not find it except for
this one [7] which seems to be a different issue.

Hi Sergey,
May I know why CDH integration test cases are 'non-voting' in Mirantis CI
system?
We have a plan to harden the integration test and also make it voting.
Thanks, Zhidong

Hi Trevor,
Thank you for bringing this to the IRC meeting! I agree with you guys'
conclusion. Patch 136697 has been submitted to address it in Sahara
document.
Thanks, Zhidong

Hello all,
at our last Sahara IRC meeting
Hello hackers,
We are experimenting Sahara with Docker container (nova-docker) and ran
into an issue that Sahara needs to change the host name and /etc/hosts
which is not allowed in container. I am wondering if there is any easy way
to work around this by hacking into Sahara?
thanks, Zhidong
to be clear, are you running Sahara itself in a container, or
launching node instances in containers?
I'll take a look and see if I can find anything useful about the ip
assignment/hostname sequence for node instances during launch.
Best,
Trevor
