Also, what do you mean by set by default? V3 API is experimental, but it
is already merged into upstream Glance, so there is no problem with using
it in Murano right away.

Filtering by ownership makes sense only on Catalog view (i.e. on the page
of usable apps) but not on the admin-like console like the list of package
definitions.
