According to TSC meeting on Mar. 30th, the first 3 stages has been approved
by the TSC(https://wiki.opnfv.org/display/meetings/tsc#TSC-March20,2018)
"*TSC approved the PDF spec 1.0 as mandatory baseline for CI in Pharos pods
