I tested your case, it's doing proper, while i misspelled sys pwd,
it thrown the error as u mentioned...

For example, if your Oracle Sid name is SB815, your password file should be
named
PWDSB815.ORA
On NT boxes, upper/lower case of the file name does not matter.
