11i successfully on windows. As someone mentioned here, if relinking is needed
for example. Also some concurrent jobs interacting with OS might be using MKS.

probably if you're using cygwin or anything else than MKS.
(Btw, I wouldn't call it Unix on windows, it's

We are 'in the process' of moving from 11.5.7/8.1.7.4 to 11.5.8/9.2.0.4 -
planning/testing starts after approval. We went ahead and installed a test
db in any case. Make sure that you start out with 9.2.0.4 - the older
9.2.0.3 is buggy and Oracle seems to have ratified .4 recently.

I'd say you won't get too much performance improvements, because 11i is
still optimized and will remain optimized for 8i, even lower in some cases,
because it still uses 8.0 client libraries. (thus isn't using 9i construct
such merge for example).
You could get some performance improvements
