Your instructions for building were:
cd emacspeak-22.0
make
make config
make install
I haven't built version 22 but if I recall correctly one did
make config
and then
make
make install

No, that's not a stupid question at all. I got my most recent
emacspeak by doing the following commands as root:
cd some directory where you want to download the file to
wget http://switch.dl.sourceforge.net/sourceforge/emacspeak/emacspeak-22.tar.bz2
tar -jxvf emacspeak-22.tar.bz2
