[Origami] Which of this two is the step?

So a step in a diagram shows two things: (1) how the paper looks after you followed the symbols from the last step and (3) more symbols indicating what to do now with the paper. I'm confused as to which of the two constitutes the step. Let me explain, a friend is working on diagrams for a model
