In an android emulator (I use Genymotion) you can use the app Fake-gps to
emulate a gps receiver.
OsmAnd runs ok (a bit slow) in genymotion

There was an attempt of porting, several years ago, but as far as I know it has
been discontinued.
However, you can install in your PC an Android emulator such as Nox or
BlueStacks, and then have OsmAnd running in the emulated environment.
