Did you do that?
And you can remove all explanatory text above and all other profiles below
the modified profile. That makes the file ~3kb instead of ~87 kb

As in previous versions of OSMAnd, I have downloaded the current
routing.xml file.
I've changed the name from car to the car15 and I have set the
heuristicCoeffient to 1.5.
I have copied this file to Android/data/net.osmand.plus/files/routing.
After restarting OSMAnd I don't see the new car15
