Happily this issue cleared about 30-45 minutes after I posted the trouble.

We have DS3’s in Newark and Denver that are both experiencing issues. Peerless 
NOC rings to a busy signal.

T-Mo to their DID's is hit or miss. From VZ to their numbers are all
failing.
