Hi Megan I'd be trying Moxibustion if I was her I think, we'll be birthing with a woman soon, who's baby was breech at 34 weeks, had 2 sessions of moxi last week, and voila! I understand the evidence supports using it earlier rather than later, and I'm not aware of any contraindication re VBAC.
