Pinging www.google.ca returns the IP of the registration interface on the
packetfence server.

So when you open your browser nothing happen ?
Does httpd.portal is running ?
Do you have a proxy configured on the laptop ?
What happen if you stop iptables on pf server ?

When I open a browser, and attempt to go to a webpage, I do get redirected
to the captive portal.
The user just never gete the help bubble stating more info or sign in is
needed.
On Android and iOS devices I get a "No Internet" message isntead of
notifcation to sign in. If I then open a browser

networks.conf) , what is the status of the device (ip config).
When the device is unreg and in the reg/inline vlan what happen if you
ping www.google.ca.
