yes, simple backup the /var/db/pkg directory
after that run this:
export PALUDIS_CARRY_OUT_UPDATES=yes && paludis --sync
export is needed so that it sets an environment variable... or you can
probably use your version of the command if you drop (pointless) "&"

Yes, --dl-blocks discard is safe. You have to realize that you don't have much

paludis-scm is now eapi-masked and I don't know how to unmask it... I mean,
I'm not in portage-compat mode, so I don't see what could cause it. Any idea?
