Newest Strawberry Perl version 5.28.1.1 is not able to install 
PAR::Packer with the command "cpan PAR::Packer". Please fix this if 
possible, I was lost in errors, please apologize this.

Strawberry perl v5.20.3.3 32 Bit MSI package is able to do it. I found 
this "playing together" in 
http://matrix.cpantesters.org/?dist=PAR%3A%3APacker

Even with that it's not easy to create an exe-file which has everything 
included and is able to be run on a Windows-machine without Perl 
installed (which is a typical customer's machine).
