An update to the FLAC encoder/decoder is available for 10.x versions

Pardon me but why are you needing to resample the file in the first
place, can't you just open it and leave it to Sound Forge to work
out? You could resample the file if you need to after its opened.

Here is another question: Are you creating a new file, from an existing
one? You haven't really given enough information on what you are doing and
what the final result will be. I think you need to find out what rate your
open file is recorded at and find the template field, to set
