Wav out will do the trick.
When you have Wav out Mix selected in the recording controls, you use the
volume and balance sliders and mute check boxes in the playback controls
just like a mixer. In other words, you determine how loud each thing coming
through the speakers and the Wav Mix will be.
Set source to wav under volume control, adjust volume for recording, and use
Sound Forge.
Of course, you'll get some screen-reader speech at the beginning unless
you've got an external synthesizer, but it's better than nothing.

streams, but not GoldWave?
I don't mind using Sound Forge, or Total Recorder, but I'm just wondering
why GoldWave cant do the same thing.

Well, I've looked under my volume controls, under the record options, and
there isn't a what you hear option.
The only thing I have, that I've never seen before is something called a wav
