If you're gonna stream in a good quality your upstream is the importent part
not your downstream.
I don't know what the actual plan are for your area, but if you could get an
upstream of 512 Kbps you'll be well suted for this. 256 will work to some

You don't have to have Lame to use Goldwave unless you want to save files to
MP3. What Lame does is to encode the files to MP3 format. If you want to
do this, you can search for Lame with a search engine like Google or MSN.
