Let's say I have a frame commercially scanned (35mm for example) that
turned out to be an 8-bit at 50MB. (it's a beautiful scene, by the
way).
I decide to print an 8x10, size it accordingly and notice that the file
is now 17MB

Not enough information. What type of files are you saving? .tif, .jpg, psd.
These also can be compressed which changes file size.
When you resized to print did you resample the file which makes a new
smaller or larger file. Or just change the PPI which does not change the
file only the printing

You need to do your fiddling before resizing.
Generally after resizing the only thing you should need to do is a
touch of sharpening.
