As far as I understand, you don't have a way, within the system, to make an offer, given the fact that the auction has ended. The only thing you know is that the seller is under no obligation to sell the item, if you want to play through the system I guess you could send a message to the seller

Most people misunderstand the meaning of Reserve Not Met. It means that the seller has control: he/she has the option of offering the item to the highest bidder, and is liable to Ebay to pay a fee based on that reserve price. You should be able to go to the item auction page, click on the
