n look at what I did in t/op/ver.t as well, vis:
$tests = [whatever] ? 47 : 44;
require Test::More;
Test::More->import( tests => $tests );
which works as well. I think the SKIP method is better, though.

I think I am going to have to punt on that
one, since I have no way of knowing whether something _should_ have been UTF
encoded or not just by examining the byte string, do I?
