If you can ssh, then you can run irssi on any outside machine where
you have an account.  Several people do this on feather.perl6.nl,
for instance.

no, there isn't. unless you count the fourth link at
http://feather.perl6.nl/, which is a web-based irc for #perl6.
however, it looks like that's not working right now. maybe some
volunteer feather admin can have a look and see what's broken or
missing, and get it going again, so you can join in the fun.
