most likely you are missing the Microsoft C Runtime Libraries in an
accessible location for pgadmin.
That may happen if the installer fails to install them - usually caused by
limited rights or over-eager system protections.
A quick fix is usally to copy one msvcr71.dll into the b

when hints are displayed, the UTF-8 Meta-Tag within those hint-htmls
is not honoured. So all Umlaut are displayed ugly.

in testing 1.10.0 Beta 4 on windows, I get the above quoted error when
clickin on a plpgsql function.
it just appears once per pgadmin session, but is not really helpfull: i
never asked to examine shared_preload_libraries.

Using that beta for the first extended period, I noticed "Paste" not really
working as before.
Description:
- I copy some text (=sql) from an editor (scite, notepad)
- I switch to pgadmin, Query window
- I press "Ctrl+V" - noting happens
- I select "edit", paste is not available
Now I use "mouse
Read the Eventlog. Control Panel, Administration, Eventlog
my best guess: there will be a message "bogus data in lock file
postmaster.pid" If it is so, just delete that file and restart service.
