1,2,3,4
a need to split those values to make that IF

It may be because your not initialising your array. ie:
$partner_type = array();
$partner_region = array();
PHP should automatically make it an array (if its not previously a different
type) as soon as you do $partner_type[] but if you get no results from your
query then it wont

But a suggestion. Tried using field names instead of number? ie.
$myrow["catid"];
I'd have to read up the PHP manual to find out for sure but I'm sure you can
do that just as well as I can.
