aspell 0.27 + php4 = *BAD* IDEA. Did you read the note on the page from
php manual you mentioned in your email?

sorry but this is for developing PHP and not getting some
third-party library running. You are better of asking the
maintainer, or prefered, on the mailing list for that package (if
exists).
