[PHP] safemode access to /usr/local/lib/php ?

If I enable safemode I get an error each time a function in the PHP repository is used, something like: access for the file with UID xxx is not allowed to /usr/local/lib/php/PEAR.php with UID 0 It's clear why this happens but it doesn't make any sense to shut off access to this directory.

One of our customers installed a CMS application scripted in PHP and it creates a lot of new files. These are all getting created under the userid of nobody (the webserver's id) instead of the user's id (the scrip's id) which makes it somewhat difficult to run the application in safemode
