You need to either drop the specification to build using jikes, or add a
Build-Depends on jikes. (The build worked fine here using ecj-bootstrap.)

it looks to me like there's probably an incorrect import taking place
somewhere.

currently depends on it. However, a rebuilt velocity package will no longer
have this dependency - and according to the commentary on #814679 the
smaller set of dependencies for velocity is actually the correct one.
