Generally I recommend strictly separating upstream and packaging 
projects, if that is what you mean.

If you mean where and how to handle the _packaging_ of LAME, then 
certainly I find it most sensible to store it together with the rest of 
the projects maintained in this team :-)

Robert is planning to move LAME to a beta phase and, then, of course, to a
releaseable version.
