"Just" is not just that, but setting up the repository, bootstrapping the PG packages, and then rebuilding all other package on top of that. The whole process takes several days. Including QA, we would barely finish before 18.04 gets released. Sorry. We'll do better next time. And pgdg don't support latest stable Ubuntu, the all what you can offer is 10+189.pgdg17.04+1 which has known bugs and security issues. Bionic (18.04) do not exist yet. It will be, may be, at 26 of April. Well, I can wait 1 month more. But this is not good for your reputation.
