suggested by conrad, not because it's not describing the same problem,
but because i think the solution there is incomplete because it puts the
responsibility on the user and not on the display manager (as outined
above).

clicking the "web browser" icon in a default xfce4 setup that has been upgraded
to
latest wheezy (with firefox 45.3.0esr-1~deb7u1) still launches firefox as
`firefox-esr -remote openURL(about:blank,new-window)` (as
llation instructions (of whose difficulties to get it right
upstream and cross-distribution I'm aware, thus my initial suggestion),
or hiding the network area completely when not supported.
