May I ask where to look for the SOURCE files below and
may I ask for moving them to the right places?

unless there is a realy strong reason against it.
It would clean up the repo structure.

And I strongly suggest to forbid creation new _files_ in top-level packages/
directory. IMO only dirs creation should be allowed there to avoid potential
problems in future.

 discussions. AFAIR switch from flat SPECS/SOURCES to package-per-dir was
 agreed on (with some kind of server side symlinked SPECS). The rest was

If server side symlinked SPECS is agreed, I also do not see any big
disadvantage of current directory structure (assumming fixed package building
system).

I am not sure, but I think it is a side effect of date format differences
in changelog between server side/last updator/your cvs version.

I noticed much more such effects on a Ra machine.

OK. So I finally checked what date format is commonly used in newest printed
sources. It is with roman numbers for months.

This sources are just the first modern books containing dates inside that I
found.

BTW, it is not my intention to prove that 17 XII 1999 is the only valid
date format in pl. My intension is to prove that the statement claiming it
is invalid for 30 years is simply false.

It was told some times ago that the rule is to have the %defattr line just

Hmmm, it depends what we talk about.
If we talk about changelog info in a .spec file it is useful while working
without CVS access (eg. server offline) - to have information about changes
as complete as possible.
If we talk about changelog in the rpm database probably one or two entries
should fit your requirements. All they contain CVS versioning numbers.

Note, that there may be one as well as a hundred entries between subsequent
package versions or even between subsequent releases.

Currently both changelogs are the same. But must they be?

The main intention for disabling fetching sources by builders from URLs were
security reasons. Maybe the new behaviour should be optional, for disabling
it on builders?

 specfile.

AFAIR, some sources change periodically; having an URL for them and not
using distfiles you can easily know when they change and the md5 needs to be
updated. Why to disable this feature?

And locking builders for many hours while it may be neccessary in a few days

And I am still waiting for suggested newer stable kernel for amd64 as I
can't experiment with kernels there. 2.6.10* were highly unstable.
(stable = stable with ext3 + quota + nfs + no proc restrictions)

them, suggested solution is to use previous version with bugfixes?

 2) Maintain distro itself. Now if there is some security bug it should 
 be fixed in Ra, Ac, Th. With always in developement we'll 
 prepare/commit/test/build fixed packages only once.

Yes, leaving the work for machine admins is simpler.

AFAIK current rpm treats R() as normal R, so we will have loop:

util-linux R: chkconfig
chkconfig  R: rc-scripts
rc-scripts R: util-linux

Any way to solve this issue ?
