Was LMS 7.9 started with --norestart command line option ?
How did you restart LMS - via a dialogue box or thro /etc/init.d ?

Was the PlayHLS shown as Active but enabled box not ticked ? - I don't
remember exactly. At the very top of the plugin page there was a line
asking to install (I think) PlayHLS and the checkbox was unticked.

installing PlayHLS.

install correctly on the latest 7.9 nightly. It works fine on 7.8,
