i) Update to 2.004000

iii) Remove devel/p5-strictures f
Simple update to the latest release of ruby-tk. Fixes warnings on Ruby
2.7, and will work with Ruby 3.
Tested on amd64, will be committing in a couple days unless I hear
objections.

- [0] One test won't run if '.' is not in @INC
