We are some 9 years overdue for this cleanup. If somebody wants to give
it a try on more-exotic-than amd64 architectures, we'll know that some
time in the future when we update our port, it won't break for a stupid

This updates to the latest version of the sqlite3 gem. Changelog here:

They now embed SQLite by default. This uses --enable-system-libraries
when building

Makes sense to me. All three ports in question build with this diff
on aarch64 since they now use gccmakedep.
